In 1948, the then education minister of the central government appointed a University Education Commission. This commission recommended the appointment of a secondary education commission. The government set up the Mudaliar Commission in 1952-53 as a result of the recommendation. The National Education Commission was established in 1964. The commission was popularly known as the Kothari Commission because it was headed by D.S. Kothari. The District Primary Education Programme (DPEP) was started in 1994.
