The correct option is C 10 metres West
Let us consider a Cartesian plane thinking positive X-axis as East; negative one as West; positive Y-axis as North; negative as South.
He moves along Y axis 20 m; again 30 m parallel to X axis; again 20 m parallel to Y axis and 40 m along X axis that is towards positive X axis and finally it will be 10 m from the origin. Hence, distance between P and Q is 10 m.
