State government formulates rules and regulations for the Institution of Panchayati Raj .Similarly School get some rules and regulations for students .How important are this according to you? explain.

• Rules and regulations whether under the Panchayati Raj, schools, offices or any other organisation, lays down the general codes of conduct.
• In the absence of rules and regulations there would be chaos all around. Nobody would know his/her area of responsibility, the ways of going about their designated works and the punishments if any, for not following such codes.
• Rules and regulation make the functioning of the organisation seamless.
