State on what basis does the strength of an acid and an alkali depend on.

The strength of an acid is determined by how easily can it lose its H+ ion. Thus, an acid having loosely bound proton is a stronger acid.
Bases on the other hand should have loosely bound OH-. Other way is the tendency to donate the electron pair. Stronger the tendency to donate the lone pair of electrons, stronger will be the base.
