The element belonging to period 3 and group 13 is Aluminium. Its hydroxide is aluminium hydroxide, i.e. Al(OH)3.
Since, it is a metallic hydroxide, it has a basic character. Thus, it will get neutralised with any acid, say HCl to produce it salt and water.
Al(OH)3 + 3HCl → AlCl3 + 3H2O
