State the difference between the 'Cabinet' and the 'Council of Ministers' with reference to their responsibilities in the government.

Cabinet Minister:
They head the important ministries of the Central government like home, defence, finance, etc. They are members of the cabinet and attend its meetings and play an important role in deciding policies.

Council of Ministers:
It is a wider body consisting of 60-70 ministers. It includes all three categories of ministers- Cabinet ministers, ministers of state and deputy ministers.
