According to Hardy and Weinberg mutation introduce new genes into a species resulting in a change in gene frequency. They give a mathematical relationship to study the gene frequency.
If certain conditions existed, gene frequency would remain constant.
Changing gene frequency indicate the evolution doesn't take place. Constant frequency of several generations indicates the natural selection and evolution are not taking place.
