In nature, all elements during bond formation acquire octet configuration.

Solution
There are many covalent compounds or molecules, in which the central atom, which is covalently bonded with other atoms, has electrons either less than eight (incomplete octet) or more than eight (expanded octet) in its outermost shell, i.e, in such molecules the central atom is surrounded by electrons either less or more than eight.
In this way, we come across many molecules which have non-octet structure.
Example, BeCl2
Hence, it is not necessary all elements during bond formation acquire octet configuration.
