An insulator is a term given to materials which are bad conductors of electricity. Bad conductors like most non-metals have very few free electrons which do not allow electric charge to move freely through the material. Hence they can get charged but will not conduct electricity. There are some materials which have properties that are something in between good and bad conductors, called semiconductors.
