The given statement is false.
In a perfectly circular orbit a planet has perfect tangential velocity. But in reality planet orbits are not perfectly circular and are instead elliptical. In elliptical orbit the speed will vary with the lowest speed when it is further away from the centre of the orbit and greatest speed when it is closest. Hence planets does not revolve in orbits with constant velocity.
