Carbon tetrachloride (CCl4) is a covalent compound. Its liquid solution but does not conduct electricity due to the absence of free mobile ions, CCl4 does not conduct electricity and hence it is non-electrolyte.
Acetic acid (CH3COOH), sodium hydroxide (NaOH), and potassium chloride (KCl) can form ions in their aqueous solution and hence they are electrolytes.
