Only statement 2 is correct.


Bernoulli's principle states that an increase in the speed of fluid causes a decrease in pressure of the fluid.

At the time when the wind is not significant, the pressure above the tin plate is equal to the pressure beneath. As the wind starts blowing the pressure above the tin decreases as per the Bernoulli's Principle. Thus the pressure beneath the tin becomes dominant and can lift it and let it get carried away with the wind.
