There can be 1, 2, 3,......., 8 electrons in the outermost shell. Any orbit can have maximum of 8 electrons but not the other way around.For example: Sodium, the electronic configuration of it is 2, 8, 1. It has 8 electrons in second orbit but it is not the outermost orbit. The outermost orbit in this case has 1 electron.
