Statement 1: If an orbit has 8 electrons, then it will be the outermost orbit of that atom.
Statement 2: The outermost orbit of the atom cannot have less than 8 electrons.
There can be 1, 2, 3,......., 8 electrons in the outermost shell. Any orbit can have maximum of 8 electrons but not the other way around. For example: Sodium, the electronic configuration of it is 2, 8, 1. It has 8 electrons in second orbit but it is not the outermost orbit. The outermost orbit in this case has 1 electron.
