In the Chola empire, the emperor had paramount power. He was the epicentre of the whole state machinery. The royal private secretary drafted his verbal orders. Decentralisation of power in the administrative set up the transfer of power or authority from the central to the local governments allowed the Cholas to manage their massive empire with ease. Although this was the case, the king did not make every administrative decision as the Cholas had Central, Provincial and Local Governments in place.
