Poor conductors are those, which do not allow electricity to flow through them easily, but under certain conditions, we can make current flow through them. Under normal conditions they don't allow current to flow through them easily, that's why they are referred to poor conductors. For example, during lightning current flows through the air which is a poor conductor of electricity.
