The earth rotates about an imaginary line that passes through the North and South Poles of the planet. This line is called the axis of rotation or polar axis. Hence, rotation of earth is about polar axis.
If observer is near the pole, the axis of the Earth's rotation is nearly vertical relative to observer's Horizon and as things spin around in the sky, they move nearly horizontally i.e., there is almost no effect of rotation of earth at poles.
