Gandhi came back to India dissatisfied with the proceedings of the Second Round Table conference. He had attended the Conference after signing a pact with Lord Irwin to discontinue the Civil Disobedience Movement in exchange for concessions from the colonial government. Lord Wellington, who had replaced Lord Irwin as the Viceroy of India, refused to acknowledge the Gandhi-Irwin pact, forcing Gandhi to resume the Civil Disobedience Movement.
