Atoms tend to complete there octet to acheive nearest noble gas configuration. In order to do so, atoms either share or transfer their electrons.
Ionic bonds are formed when transfer of electrons takes place from a highly electropositive element to a highly electronegative element. While, a covalent bond is formed by the sharing of electrons.
Ionization energy is the amount of energy required to remove an electron from outermost orbit of a neutral atom. Metals have a tendency to loose the electrons. So, ionization energy of metal atoms is low.
Hence, both the statements are true.
