Valency is the combining capacity of an element. It is determined by a short-cut method from the number of valence electrons in an atom.

If the valence electrons are greater than four, then the valency = 8 - number of valence electrons in it.

Oxygen has eight electrons and hence, its electronic configuration is 2,6.

The valency of oxygen = 8-6 = 2
