I. No, education is a state subject and it should remain with the state.
II. Yes, this is the only way to establish uniformly in growth of education across the states.

Clearly, the benefits of education can reach out better to the masses if looked after by governing bodies at the state level, rather than if looked after by a single body at the center. Besides, uniformity in education can be achieved by constant monitoring, and prescribing a common curriculum and assessment policy. So, only argument I holds strong, while II does not.
