a. A cabinet is a body of high-ranking state officials, typically consisting of the top leaders of the executive branch. They are usually called ministers, but in some jurisdictions are sometimes called secretaries. The Cabinet of India includes the Prime Minister and his Cabinet Ministers

b. Following are the major differences between the cabinet and council of ministers:-

  1. The Cabinet is the small body of the Council, comprising of the most experienced and influential members formed to discuss and decide policies of government.
  2. Cabinet takes policy decisions, and supervises its implementation. On the other hand, Council of ministers implements the decisions taken by the cabinet.
  3. Cabinet Enforces collective responsibility of the council to the lower chamber.

c. Cabinet collective responsibility is a constitutional convention in governments that members of the cabinet must publicly support all governmental decisions made in Cabinet, even if they do not privately agree with them. This support includes voting for the government in the legislature.

Individual ministerial responsibility is a constitutional convention in governments using the Westminster System that a cabinet minister bears the ultimate responsibility for the actions of their ministry or department.
