Population of city Y in 2002 = 3.2 million (given)
Then, population of V in2002=3.2 million16×14=2.8million
Now, population of city V in 2003 = 2800000 + (10% of 2800000) = 3080000.
Therefore illiterate population of city V in 2003 = 3.08 million×38100=1.17 million
