Subtraction is opposite of addition. So, to subtract an integer a from another integer b we add the additive inverse of $a$ to $b$ .
Taking out the additive inverse of second integer given,
Additive inverse of $(- 17)$ is $17$ and
So, $- 16 - (- 17) = - 16 + 17$ $= 1$
