Solution

nice doubt.
obviously Sugar fills in between the intermolecular space in water as water has gaps between them.
But the existance of sugar solution is becouse of the intermolicular force between water and sugar.
this is not about having intermolicular space but it needs some force to become a solution.

when we concider the air;
it have a lot of intermolicular space,but it is having very week intermolicular force as compared to water.

hope it will help.
