Since the block is moving eastwards, hence a force of certain magnitude acting westwards would be the best possible alternative to stop the box in minimum time. From here we conclude that force is a physical quantity whose description requires both magnitude and direction in which it acts. We cannot say about the effect of a force without knowing its direction.
