Lord Birkenhead, Secretary of State for India, asked the Indian leaders of all parties to come up with a constitution acceptable by all sections of people and political parties of India. Indian leaders accepted this challenge and drafted a report under the presidentship of Motilal Nehru, father of Jawaharlal Nehru, called the 'Nehru Report'.
