Gandhi arrived in 1917 at the invitation of Raj Kumar Shukla to campaign against the Teen Katiya system. The cultivators were forced to grow ‘Opium’ in 3/20 of their land and hence the term ‘Teen Katiya’ was there (Teen is the Hindi Word for number three).
