-India's offshore and deep sea fisheries is least exploited.
-Poor infrastructure in terms of cold storage and mechanized boats.
-Lack of infrastrucutre in terms of trasporting from one part of country to another etc.

Measures:

-Training centers for fishermen at Satpati (Maharashtra), Veraval(Gujarat) and Port Blair.
-Indian Council of Agricultural research has established various research institutes and fish farms.
-Under the Jawahar Rozgar Yojana, village panchayats have been authorized to carry out fisheries development program in respective villages.
-Brackish Fish Farmer Development Agencies functioning in coastal areas provide a package of technical ,financial and
extension support to shrim farmers.
-Strengthening of Database and Geographical Information System (GIS) of the fisheries sector etc.
