The first Round Table Conference 1930-1931 resulted in the Gandhi-Irwin Pact. The first session had representatives from all Indian states and all parties except the Indian National Congress, which was under civil disobedience, rendering the conference unproductive. To harmonize with the Congress, Lord Irwin made a pact with Gandhiji known as the "Gandhi-Irwin Pact" in March 1931.
