In 1979, the then Prime Minister, Morarji Desai, established the Second Backward Classes Commission which was headed by BP Mandal. The team identified the criteria to determine the Socially and Educationally Backward Classes or the SEBCs of India. This was the class that did not have any high social status or educational qualifications when compared to other classes in society. This class did not include the Scheduled Castes and Scheduled Tribes of India.
