The correct option is C Both 1 and 2
Though Article 29(2) says "No citizen shall be denied admission into any educational institution maintained by the State or receiving aid out of State funds on grounds only of religion, race, caste, language or any of them." but Article 15 (3) enables government for making any special provision for women and children.

Apart from Article 29 which provides fundamental rights to the citizens to protect their culture, the Supreme Court in Jagdev Singh Sidhanti Case (1964) declared that the right to agitate for the protection of culture is part of our fundamental right under Article 19(1) and Article 29(1) of the constitution.
