Given:
$3 (3 x + 5) + 12 = 2 (x + 3) \Rightarrow 9 x + 15 + 12 = 2 x + 6 \Rightarrow 9 x + 27 = 2 x + 6$

$Transposing 2x from RHS to LHS and 27 from LHS to RHS, we have \Rightarrow 9 x - 2 x = 6 - 27 \Rightarrow 7 x = - 21$

$Dividing both sides by 7, we have \Rightarrow x = - \frac{21}{7} \Rightarrow x = - 3$

$Therefore, the value of x is -3.$
