The Indian tenants faced many problems, such as huge rents, insecure land holdings, and landless farmers. To alleviate their problems, the then Chief Minister D. Devaraj Urs brought forth a significant law in Karnataka in 1974.
This law stated that the tiller is the owner of the land.
This act, also known as the 1974 Land Reform (Amendment) Act, had the following provisions:
It cancelled all kinds of tenancy. The tiller could establish his right over the land he cultivated.
Lands on rent came under the government and those who wanted to establish rights over the land, or a compensation had to apply to tribunals.
The tribunal had the final authority, and its decision could only be challenged in the High Court.
