Soap decreases the surface tension of water by weakening the hydrogen bonds. But salt, when dissolved in water, adds an ionic component to the surface structure. So when one examines pure water, the surface is a mesh where the hydrogens of each molecule are weakly attracted (hydrogen bonding) to the oxygens of the neighbouring molecules; when you add NaCl to the water, it dissociates, and you get "rings" of water molecules around each ion, thereby increasing Surface Tension. Thus we get T2>T1
