The king alone could decide when to call the meeting of the Estates-General in France. The Estates General was the legislative body of France until the French Revolution. Whenever the king wanted the advice on certain issues he would call a meeting of the Estates General. France was on verge of collapse and needed tax reforms therefore on 5th May 1789, King Louis XVI called a meeting of the Estates General. It was the first meeting of the Estates General called since 1614.
