The angular velocity of a rigid body any point of that body is same

For rigid body, each particle holds its relative position. When the body rotates, angular velocity of each particle is same as its neighbour, which is the angular velocity of the whole body.

For non rigid bodies - If there are no other forces acting on the body, at steady state, all particles will still rotate at same angular velocity.
