The correct option is D 22.2%
The apparent frequency of sound from a moving source (with velocity Vs) heard by a stationary listener is:

n1=nVVVs.

In first case: n1/n=11/10

Using this in first equation we will get: Vs/V=1/11.

Now in the second case the Vs become double.

So the apparent frequency will be: n2=nVV2Vs.

Using Vs/V=1/11 we can get that the apparent frequency will be more than the actual frequency by 22.2%.
