For aqueous soln of pH=8,
we have,
[H+]=108
For aqueous soln of pH=11,
we have,
[H+]=1011
So, 1081011=10+3=1000 times less H+ ions and thus soln with pH 11 is 1000 times less basic than the aqueous soln having pH 8
