Area $=L\times B$

$L\times B=1000m^2$

$40m\times B=1000m^2$

$B=\frac{1000m^2}{40m}$

$B=25m$

perimeter $=2(L+B)$

$=2(40+25)$

$=2\times 65m=130m$

Entrance $4m$ so $130m-4m=126m$

Fencing $3$ rounds so $÷3\times perimeter$

$=3\times 126=378m$

Given cost of fencing $250Rsper1m$

So $\Rightarrow 378\times 250$

$=94500$ rupees.
