Let its side = a
$∴ a^{2} = 60025 \Rightarrow a = \sqrt{60025} \Rightarrow a = 245 m$

Perimeter= 4a= $4 \times 245 = 980 m$
Speed of cycling= 18 km/h
$∴$ Time taken to complete its boundary
= $\frac{980}{1000} \times \frac{60}{18} = \frac{49}{15}$ minutes
$= 3 \frac{4}{15} m i n u t e s .$
= 3 minutes 16 seconds
