As the area of cross section of the tank is large compared to that of the opening the speed of water in the tank will be very small as compared to the speed of the opening. The pressure at the surface of the water in the tank is that due to the atmosphere plus due to the load.
PA=P0+(20kg)(10m/s2)0.5m2=P0+400N/m2
At the opening, the pressure is that due to the atmosphere.
Using Bernoulli equation -
PA+Pgh+12PV2A=PB+12PV2B
P0+400N/m2+(1000kg/m2)(10m/s2)(0.5m)+0=P0+12(1000kgm3)V2B
5400N/m2=(500kg/m)3V3B
VB=3.3m/s
Hence, the answer is 3.3m/s.
