$\text{Area of trapezium}=\frac{1}{2}\times \text{Sum of parallel sides}\times \text{Distance between them}.$

Substituting the values, we get

$\frac{1}{2}\times (a+5)\times 4=16$

$\Rightarrow a+5=8$

$\Rightarrow a=3$.

Length of the other parallel side is $3$ cm.
