The average age of two brothers is 9years.

We know that,

Averageage=totalagestotalnumberofpersontotalage=Averageage×numberofperson

So,
Total age of two boys=9×2=18years

If age of the mother is included the average age =9+9=18years
Total age of mother and two brothers =18×3=54years

So,
The age of the mother =5418=36years

Hence, the age of the mother is 36years.
