It is given that number of executive is twice of the number of clerk.

$\therefore$ Number of executive will be $60$ and number of clerk will be $30$.

$\Rightarrow$ Let $x$ and $y$ be the salary of executive and clerk.

$\Rightarrow$ Total salary of $90$ employees $=60x+30y$

$\therefore$ $1305000=60x+30y$

We can see $x$ and $y$ can not be determined

$\therefore$ We can't determine average salary of clerk.
