$\therefore$ The total salary of all worker $=7000x$

The average salary of $9$ mechanic is $5000$

$\therefore$ Total salary of $9$ worker $=9\times 5000=45000$

$\Rightarrow$ Total salary of rest of worker $=4000(x-9)$

$\Rightarrow$ $7000x=45000+4000(x-9)$

$\Rightarrow$ $7x=45+4(x-9)$

$\Rightarrow$ $7x=45+4x-36$

$\Rightarrow$ $3x=9$

$\therefore$ $x=3$

$\therefore$ Total worker $=x+9=3+9=12$
