Let’s split 37 into tens and ones.
37=30+7=3 tens and 7 ones =3 rods and 7 blocks

Let’s represent one rod as one ten i.e., 10 cookies and one block as 1 cookie.
We have 3 rods and 7 blocks in each group and there are 4 such groups. So, we will have 12 rods and 28 blocks.
