Elements combine together to become stable. They can do so in two ways, either by forming ionic bond or by forming covalent bonds. But for formation of ionic bond, one electron donor (metals) and one electron acceptor (non-metals) is required but since in given question we have two identical non-metals so they cannot form ionic bond. So they combine together by sharing their valence electrons to complete their nearest noble gas configuration. Now, since they are identical so the shared pair of electrons are shared equally.
