then total number of apples is $=$ total number of boxes \times number of apples in a single box$

$=27\times 24=648$

As the number of apples remains same and $36$ apples are to be filled in single box ,

Then total number of boxes will be needed,

$=$total number of apples\number of apples in single box

$=\frac{648}{36}$

$=18$

$\therefore 18$ boxes will be needed.
