(a) The main issues was the conflict between Congress and Muslim League. With the end of Second World War India's freedom struggle entered into a new phase. The Muslim League had stepped up its demand for partition, Congress ministries resignation in 1939 formed the main deadlock. Congress demanded for complete independence from foreign rule.
(b) After the rejection of Wavell plan by Congress as well as Muslim League, Cabinet Mission was sent to India to solve the constitutional deadlock. The main moto of Cabinet Mission was to transfer power from British India to Government of India. The proposals by Cabinet Mission were accepted by Congress as well as by Muslim League in initial stage, but because of conflict between Congress and Muslim League the Cabinet Mission failed to solve the constitutional deadlock.
